Chris Fontes is the Co-founder and CEO of High Spirits, the first brand to successfully bring hemp-derived Delta-9 THC to market at a national scale. He is a cannabis and hemp policy leader, best known for pioneering federally compliant THC and helping shape the modern psychoactive hemp market.

A lifelong entrepreneur and innovator, Fontes began his career in technology and leveraged this expertise to create the Hemp Exchange and Project Hemp Flower — practical e-commerce platforms that compiled complex regulations, products, and operators into usable infrastructure for the hemp industry. While immersed in that work, he identified a legal pathway for intentionally dosed hemp-derived Delta-9 THC via the 2018 Farm Bill, created Trojan Horse Cannabis with the first intentionally dosed Delta-9 products, and founded High Spirits to catalyze an entirely new consumer category that has become a multi-billion dollar industry.

A committed activist, Fontes has served in leadership and advisory roles across national trade organizations including the U.S. Hemp Authority, U.S. Hemp Roundtable, Cannabis Beverage Association, Hemp Beverage Alliance, Association of Western Hemp Professionals, Colorado Hemp Association, and the National Industrial Hemp Council. Driven to normalize cannabis and hemp, increase consumer access, and empower market structures that favor small operators, Fontes has been consulted by lawmakers, attorneys, and brands navigating the cannabinoid market.

To ensure that safe, regulated cannabis is legally accessible for every adult — and to drive the total normalization of cannabis in American life. That means building the brands, writing the standards, and shaping the policy until the law catches up with reality.

Most founders find a market. Chris built one — then built the standards, the certification, and the policy framework around it.

He started as a builder. A self-taught programmer turned software architect and CTO, Chris spent over a decade designing systems for businesses — PCI-compliant payment infrastructure, NIST-grade security, cloud migrations. He learned how to turn ambiguity into architecture.

In 2018, he brought that skillset to an industry that had none of it. The newly legalized hemp market was a messy, trust-starved supply chain — so he built Hemp Exchange, a marketplace connecting verified producers with buyers, and Project Hemp Flower, bringing transparency to a market that badly needed it.

Then he read the 2018 Farm Bill more carefully than almost anyone else.

The law's definition of hemp left a fully legal pathway for hemp-derived Delta-9 THC. Chris procured the industry's first legal opinion, formulated the first intentionally dosed hemp-derived Δ9 products, and sold to the first distributor and first retailer — launching Trojan Horse Cannabis and creating the category outright.

That category went mainstream as High Spirits: clean, consistently dosed THC beverages built for people who want the social ritual of drinking without the alcohol. What began as a legal theory is now one of the fastest-moving segments in beverage.

Which is why he now spends as much time in Washington as in the warehouse — leading the U.S. Hemp Authority and serving on the board of the U.S. Hemp Roundtable, writing the standards for the industry he started.

2018

Into Hemp

Entered the hemp industry as the 2018 Farm Bill opened the market. Built Hemp Exchange and Project Hemp Flower to bring trust and transparency to a chaotic supply chain.

2021

The First in the Category

Launched Trojan Horse Cannabis — the first hemp-derived Delta-9 THC brand on the market. First legal opinion. First gummies. First distributor. First retailer. All-natural, full-spectrum, federally compliant.

2022

High Spirits

Took the category mainstream with High Spirits — the original hemp-derived THC beverages. Consistent dosing, clean ingredients, transparent labeling. A better way to drink, available nationwide.

2024

Industry Leadership

Named President of the U.S. Hemp Authority. Within months, launched the industry's first adult-use hemp product certification program — covered by POLITICO Pro and Cannabis Business Times — bringing real standards to intoxicating hemp.

2026

The Next Build

Building Hemp Sentry, a regulatory compliance platform for hemp operators — turning eight years of hard-won regulatory knowledge into software. And advocating in D.C. as Congress decides the future of the industry.
